Dave Nolan – Owner/CEO
Dave Nolan is a NACE Level 3 and SSPC Certified Coatings Inspector. He began his career as a commercial/industrial painter with the International Union of Painters and Allied Trades. He is an expert in quality assurance, non-destructive and destructive testing, failure analysis and coating system application.
Prior to forming QCS in 2004, he held Project Management positions with several of the nation’s largest transportation authorities, including the Triborough Bridge & Tunnel Authority and The New York City Department of Transportation. His company now provides expert consulting, project management and inspection services. Dave possesses specific and workable knowledge of ODOT project delivery, personnel, and procedures and has served as a Project Manager for Construction Inspection and Coating Inspection contracts in multiple ODOT Districts.
Dave is a very “hands on” leader and works personally to maintain communication with client’s and staff to problem-solve any issues that arise over the life of a project. And unlike many CEO’s, you might still find Dave onsite wearing a hardhat and a harness with a well-used gauge in his hand ready to take conditions.
After fourteen years of hard work and dedication to his company, the U.S. Small Business Administration chose Dave Nolan as Ohio’s 2018 Business Person of the Year. And in April 2019, with nominations from District 7 and District 8, QCS was named the Ohio Department of Transportation 2019 DBE Consultant of the Year.
Ray Bencivengo P.E. – Senior Vice President/Chief Engineer
Ray Bencivengo has over 38 years of experience in Construction and Project Management in the transportation industry. He worked for the Ohio Department of Transportation in District 12 for 31 years.
Ray served as Construction Area Engineer and managed over 350 ODOT projects. Ray was responsible for supervising and training Department personnel for assigned projects; conducting all pre-construction, partnering and progress meetings with project stakeholders; field inspection work with FHWA, railroads, ODOT Central Office and County and City officials; investigating and mitigating contract claims; conducting schedule reviews and determining project acceleration; investigating complaints from public and political subdivisions; negotiating extra work prices; and processing change orders. Ray was selected by the Director of Transportation to serve on a committee to set standards for employee training, contractor qualifications, contractor evaluations, and specification revisions which developed into the Six State Survey of Construction Administration Practices and Procedures.
Since Ray started working with private engineering firms in 2011, he has continued to provide project management and expanded to provide Value Engineering (VE), constructability reviews, partnering facilitation and Dispute Review Advisor (DRA) services.
Traci Nolan – Chief Financial Officer
After 15 years in local government, Traci Nolan joined the administration team at QCS in 2012.
She now serves as Executive Vice President and Chief Financial Officer. Her background in municipal management and finance provides a solid foundation for the duties associated with providing services in the public sector.
Traci’s manages all company finances including general accounting, budgeting, and financial planning. She oversees human resources, implements employee benefits and works with David Nolan in establishing employee policies.
Steve Mileski – Geologist / Materials Specialist
Steve Mileski has over 25 years of diverse project management, field supervision and construction inspection experience on a variety of transportation projects. He has also provided laboratory supervision for transportation projects.
Steve has performed inspection and materials testing for numerous bridges, roadways, buildings, airport runways, water treatment plants and retaining walls.
Steve is prequalified with ODOT as a Project Inspector, Structures Inspector, Soils & Aggregate Inspector and Coatings Inspector and is ACI certified for field and laboratory testing of concrete and aggregate.
Karen Parks – Office Manager
Office Manager Karen Parks has over 20 years of experience in Financial Services. She assists with contract invoice preparation, processes employee payrolls, administers benefits, and oversees the daily operations of our office.
